Review of Non-Financial Loss

The Telecommunications Industry Ombudsman (TIO) is conducting a targeted review of non-financial loss limits. Currently, the TIO can recommend or require compensation of up to $1,500 for non-financial loss where compensation is needed to restore fairness. This may include situations where the consumer has experienced significant or unusually high levels of:

  • stress
  • loss of peace of mind
  • time spent
  • injury to feeling

in relation to an issue involving a telecommunications service.

The TIO is requesting feedback on whether the current amount of $1,500 for compensation is fit-for-purpose and supports fair, reasonable, proportionate and efficient dispute resolution outcomes.

Infrastructure RKR - ACCC

Infrastructure Record Keeping Rules

The ACCC proposes to amend the Infrastructure Record Keeping Rules (RKR) to ensure that technology level coverage maps reported under the RKR is aligned with the coverage maps that must be used in accordance with the new Telecommunications (Mobile Network Coverage Maps) Industry Standard 2026.

The proposed changes will only apply to specified telecommunications providers, that are currently already subject to the Infrastructure RKR.

Proposal to update telco customer equipment regulation

The ACMA is consulting on proposed amendments to the instruments regulating telco customer equipment. The changes proposed relate to:

  • extending the record-keeping timeframe for standards compliance under the TLN
  • limiting the ‘grandfathering’ arrangements for mobile phones, and, subject to a transition period, mandate compliance with the latest technical standard for emergency call access
  • adopting a revised industry standard for the safety of customer equipment, with changes to recognise compliance with overlapping requirements in aviation or electrical safety standards frameworks. 

The proposed changes have been triggered by concerns surrounding the ability of devices to enable connection to Triple Zero.
